Homeowners Battered with High Utility Bills Battle Back to Save Money

Recent news of rate hikes in the Northwest natural gas and electric prices by a minimum of 10% to and astonishing 30-40% has given homeowners cause to scrutinize their home's energy performance.  Homeowners want to know if they have enough insulation and whether replacing windows or upgrading heating and cooling systems will save them money.

Home Performance with ENERGY STAR® is a program designed to answer these questions for you using various testing methods by Building Performance Institute (BPI) certified contractors.  Home Performance is a comprehensive assessment of your house an an entire system.  The tests performed by these contractors will analyze how well your windows, insulation, heating and cooling systems and combustible appliances work together as well as look for potential air leaks.

The goal of Home Performance with ENERGY STAR® is to improve your overall home performance.  Rather than only upgrading one item such as your windows, the contractors will provide you with a plan to minimize your overall cost by assessing all of your comfort and energy concerns while maximizing your energy savings.

What can Home Performance do for you?  If you are a current owner of a home that is experiencing soaring energy costs or if your home is over 10 years old, a Home Performance assessment is designed to identify the potential areas of energy savings in your home.  Home Performance Contractors have been trained to not only assess your home, but suggest energy saving solutions, educate you about what incentives dollars are available to you and most contractors can even complete the updates for you.

The Home Performance with ENERGY STAR® process:

1.  Test-in

Your Home Performance assessment begins with a test-in procedure that normally takes 4-5 hours.  During this assessment, the Home Performance contractor will complete the following tests:

Blower Door Test:

The blower door home leakage test is used to locate air leaks within your home.  It can identify where you may not have enough insulation or any at all or where your home may not be sealed up.  For example;  if you have air leaks in your ceiling, you may not have enough insulation, or the insulation may have large gaps in it providing a passageway for cold or hot air to leak into your home.  If your insulation is good, the leaks may be coming from larger holes surrounding fireplaces, recessed lighting or doors and windows.

 

 

Duct Blaster Test:

The duct leakage test is used to determine if you have gaps or leaks in your heating and cooling duct work.  If there are leaks, it allows the warm or cool air to be lost into your attic or crawl space rather than remaining in the living space of your home.  This indicates that you are losing money and energy by partially heating or cooling your attic or crawl space.  By locating the leaks, the contractor can determine whether sealing the leaks can save you money and make your home more comfortable.  Leaks in your duct work can also draw dust or other contaminants.

Combustion Safety Tests:

If your home uses any fuel burning sources to create heat such as furnaces, fireplaces, stoves, hot water heaters or a clothes dryer, the results of combustion safety tests performed by the contractor can provide valuable information necessary to formulate a plan to reduce the risk of gas leaks, carbon monoxide poisoning and minimize high energy costs.

2.  Data Analysis

Once the test-in procedure has been completed, all of that data is processed using specialized Home Check software.  Home Check uses your historical electric and gas usage (found on up to 12 months of previous bills) along with the data and measurements the contractor collects.  The contractor will propose necessary updates be done to your home within the Home Check software and print out a Comprehensive Home Assessment (CHA) report.

 

3.  CHA Report and Estimate Presentation

The Home Performance Contractor will schedule a meeting with you to present the results of your test-in process (CHA), the cost of completing measures as well as the projected annual cost savings along with the incentives available to you. The CHA will also be accompanied by a complete itemized estimate to compare the annual cost savings versus the total cost of any or all of the upgraded measures.

There are specific cash incentives provided by Energy Trust of Oregon that are available only to Home Performance with ENERGY STAR® customers who complete any of the recommended updates. The best part about the incentives is that the contractor completes all of the paperwork for you, and you simply receive a check from Energy Trust in the mail. In addition to the incentives, if you schedule a Home Performance assessment and complete at least two updates by the end of 2008, Energy Trust of Oregon will provide a bonus cash incentive of $150.

4.  Homeowner's Decision

Once you decide which updates to complete, you will sign a contract and schedule a time for your Contractor to begin working.

 

5.  Work Completed

The Home Performance Contractor and other Home Energy Solution (HES) trade allies will complete the contracted work on your home. It is important to note that all updates completed to your home with the exception of insulation, must be done by a HES trade ally in order to be eligible for the cash back incentives. This restriction is in place as a quality control measure. It reassures Energy Trust that work has been done to their specifications and that the contractors or subcontractors have participated in their training.

 

6.  Test-Out

Once work is completed, the Home Performance Contractor will return to your home and conduct the test-out procedure. They will again enter the data into Home Check and provide you with documentation showing the beginning efficiency, the proposed efficiency and the actual efficiency after the updates are installed.

All homes seeking incentives may also be chosen for a random 10% sampling for a Quality Control inspection done directly by Energy Trust. This means that the level of workmanship of the home must meet rigorous standards as set forth by Energy Trust since any home participating in the Home Performance with ENERGY STAR® program may be selected for this Quality Control Testing.

 

7.  Get Paid by Energy Trust

When the Test-Out procedure is finished and final payment has been received for the work completed, the Home Performance Contractor submits all of the receipts and paperwork to Energy Trust for your cash back incentives. All you have to do now is wait for the check to arrive in the mail and enjoy knowing that your home energy costs will be lower and your carbon footprint will be reduced.


In order to assist homeowners with the cost of these upgrades, the Energy Trust has even partnered with Energy Finance Solutions (EFS) to offer no-cost, low interest financing with no liens on your home. They are truly trying to break down any barrier to making Oregon’s homes more energy efficient.
